Everton manager David Moyes could be named as Sir Alex Ferguson's successor at Manchester United later today.

The deal to appoint the new boss has already been done and approved by the club's board, according to Sky News City Editor Mark Kleinman.

Moyes, 50, who has spent 11 years at Goodison Park building competitive teams on slim resources, is out of contract with the Merseysiders on June 30.

He spent a number of hours in talks with Everton chairman Bill Kenwright in London on Wednesday night.

Moyes and Ferguson have had a close relationship and the Everton manager has long been considered as his fellow Scot's most likely successor.

He was even touted as a possible right-hand man to Ferguson as far back as 2000, when he was in charge at Preston, two years before he took the Everton job.

Despite having a comparatively meagre budget at Goodison Park, Moyes' Everton have not finished outside the top eight since 2006.

Real Madrid manager Jose Mourinho, who established a friendly rivalry with Ferguson while in charge of United's rivals Chelsea, had also been touted for the Old Trafford job.

Ferguson, 71, guided United to 13 Premier League titles and two European Champions League crowns during his 26 years in charge at Old Trafford, winning 38 major trophies in all.

Rumours of his retirement only began circulating late on Tuesday, but Ferguson said it was a decision he had been considering for some time.

"The decision to retire is one that I have thought a great deal about and one that I have not taken lightly. It is the right time," Ferguson said.

"It was important to me to leave an organisation in the strongest possible shape and I believe I have done so."

Ohio Kidnap: Ariel Castro Charged By Police

Ariel Castro has been charged in Ohio with kidnap and rape after police revealed his three alleged victims had only been let out of the house twice in 10 years.

Castro, 52, was held after Amanda Berry, Gina DeJesus and Michelle Knight, and Ms Berry's six-year-old daughter were freed from the house in Cleveland.

He has been charged with four counts of kidnapping and three of rape. The rape charges do not relate to the child.

It is believed the women were only allowed to leave the home briefly on two occasions, both times to go "into the garage in disguise", deputy police chief Ed Tomba told a news conference.

"They were in that home. They don't believe they've been outside of the home for the last 10 years.

"They were not in one room, but they did know each other and they did know each other was there."

He refused to comment on reports that the women had become pregnant on several occasions and had lost the babies.

Police also released recordings of the moment stunned medics arrived at the scene after the women escaped.

Castro's two brothers - Pedro, 54, and Onil, 50 - were also detained on Monday but are not expected to be charged in connection with the kidnappings.

"There is nothing that leads us to believe that they were involved or had any knowledge of this," Mr Tomba said. "We found no facts to link them to the crime."

Mr Tomba refused to discuss specifics of evidence discovered in the home, although earlier city police chief Michael McGrath said the women were "bound and there were chains and ropes in the hall".

Ms Berry, Ms DeJesus, and Ms Knight were aged 16, 14 and 20 respectively when they went missing around a decade ago.

All three were rescued when Ms Berry, now 27, alerted a neighbour who helped them escape.

Ms Berry and Ms DeJesus, 23, have been welcomed back at their homes with balloons and banners, while crowds cheered as they were reunited with their families.

Sandra Ruiz, an aunt of Ms DeJesus, said there were "not enough words to express the joy we feel at the return of our family member, Gina".

Ms Berry's sister, Beth Serrano, thanked the public for their "support and courage over the years".

Ms Knight has yet to appear in public. The 32-year-old is understood to be in a good condition at a local hospital.

Following criticism of the police handling of the case, Mr McGrath said he was "absolutely" sure officers did everything they could to find the women.

He disputed claims from neighbours that officials had been called to the property previously when suspicions were raised.

Ariel Castro is expected to appear in court later.

Ohio Kidnap: Rescue Recordings Released

Cleveland Police have released recordings of the moments after stunned officers arrived at a house where three women had been held captive for 10 years.

In the recordings one of the first medics arriving at the scene after Amanda Berry, Gina DeJesus and Michelle Knight escaped can be heard telling colleagues in a shaking voice: "This might be for real."

The exchanges over the emergency services radio system came after Amanda Berry escaped and called 911 while alleged captor Ariel Castro was out of the house on Monday. 

An operator is initially heard calmly relaying the details of Ms Berry's call to colleagues, telling them: "I have a call taken on the phone with a female that says her name is Amanda Berry and that she has been kidnapped 10 years ago.

"She's saying that the male is Ariel Castro, 52-year-old Hispanic male that lives at 2207 Seymour, and he's been holding her here for 10 years."

Soon after - with a panicked female voice, thought to be Amanda Berry, in the background - an officer says: "Adam 23, you got a box comin'? This might be for real."

As the distraught woman starts telling her story, the same officer says: "There might be others in the house ... Georgina DeJesus might be in this house also."

The next voice audible on the recording is from one of the first officers to arrive at Castro's house.

With the sound of a woman crying clearly audible over the police radio, the breathless medic tells dispatchers: "We found 'em ... we found 'em."

The next caller from inside the house says: "We got a female called Sabrina (sic), she's got a young child with her."

As the officers move through the house and discover the scale of the crime, they discover a second adult female and radio through to say: "Make it two."

A colleague adds: "We also have a Michelle Knight in the house ...  you wanna look that up in the system ... 32-years-old."

Ariel Castro has been charged with kidnap and rape in connection with the women's imprisonment.

Queen's Speech: Immigration Set To Dominate

Measures to combat immigration and schemes to help businesses are among the Government's priorities which are due to be outlined in the Queen's Speech.

David Cameron says the new policies - including a crackdown on foreign criminals and rogue employers who take on illegal migrants - will back the people of Britain "every step of the way".

The agenda for the next session of Parliament will also see powers strengthened to deport foreign criminals by preventing the abuse of human rights laws.

The Prime Minister and his deputy Nick Clegg will say in a joint foreword to the speech: "In May 2010 we came together to govern in the national interest.

"We knew the road ahead would be tough and so it has proved to be.

"But three years on, our resolve to turn our country around has never been stronger. We know that Britain can be great again because we've got the people to do it.

"Today's Queen's Speech shows that we will back them every step of the way. It is all about backing people who work hard and want to get on in life."

While 163,000 migrants came to the UK in the year to June 2012 - down from 247,000 in the previous year - Mr Cameron has said he aims to reduce the figure to tens of thousands.

A new Immigration Bill will write into law rules to ensure the Article 8 human right to a family life does not prevent the courts from balancing the crime against the perpetrator's right to remain in the country.

Firms exploiting illegal labour will face stiffer fines, as will private landlords if they fail to check on tenants' immigration status.

Incomers' access to NHS services will be regulated and temporary migrants will be expected to make a contribution.

Shadow Commons leader Angela Eagle said: "We will look at measures on immigration. But the truth is over the last three years they have failed on immigration as they have failed in so many other areas.

"And at the same time, there is one group that is decisively better off - the richest in society."

Also due to be announced is a National Insurance Contributions Bill which will cut the cost of recruiting new employees and a Deregulation Bill to cut red tape for firms looking to grow.

A Social Care Bill will cap care costs, in an attempt to avoid pensioners being forced to sell their homes.

Meanwhile, a Pensions Bill will create a flat-rate pension, which ministers claim will encourage saving and help women who have had long career breaks.

Measures notable for their absence include mooted plans to force cigarettes to be sold in plain packaging and those to set a minimum price for alcohol.

Aid agencies are also angry the Government will again not enshrine in law its commitment to meet the United Nations target to devote 0.7% of GDP to aid spending.

Ohio Women Found: Police Praise Amanda Berry

Three brothers have been arrested after three women who went missing separately about a decade ago in Cleveland, Ohio, were found alive in the same house.

Amanda Berry, Gina DeJesus and Michelle Knight disappeared in nearby areas of the city between 2002 and 2004. Officers believe they were tied up during years of being held captive.

The three, who vanished in their teens or early 20s, were rescued after a neighbour heard Ms Berry screaming and went to help her.

Police hailed her bravery and said the women's actions were the "ultimate definition of survival and perseverance".

The suspects arrested in connection with the kidnappings have been named as Ariel, Pedro and Onil Castro, aged 52, 54 and 50.

The property where the women were being held is just a few miles from where they vanished.

They appeared to be in good health and were released from hospital after being taken there for checks, later being reunited with their families.

Authorities said they had no intelligence the three women were in the house. Police believe a six-year-old girl who was with Ms Berry when she escaped is her daughter.

Forensics and FBI teams have been carrying out an extensive search of the property, where police sources quoted in the local media believe the women were repeatedly beaten and raped - and there were five pregnancies.

FBI special agent Stephen Anthony said: "The nightmare is over. These three young ladies have provided us with the ultimate definition of survival and perseverance. The healing can now begin.

"The families of these three ladies never gave up hope, and neither did law enforcement. As you can imagine, words can't describe the emotions being felt by all."

Cleveland Mayor Frank Jackson said there were still "several unanswered questions" about the case, and authorities stressed that as the investigation was ongoing, many facts could not be discussed.

Police revealed they went to the home in 2004 for an unrelated investigation when school bus driver Ariel Castro had apparently left a child unattended on a bus, but no-one answered the door.

Officers also visited the property in 2000 when Castro reported a fight in the street, but no arrests were made.

Sky's US correspondent Dominic Waghorn, at the scene, said: "Neighbours say there were some unusual things about Ariel Castro - the fact that he keeps his ground floor windows boarded up with plywood ... and he used to park his school bus here during the day just to drop in and check on something, but never explained why.

"But they say he seemed such a good man, and a good neighbour, they never suspected anything."

Elsie Cintron, who lived two doors away, told Sky News that a family member saw a naked woman crawling on her hands and knees in the back garden of the Cleveland house and a young girl was seen at the attic window.

Ms Cintron said the police were called, but no action was apparently taken. Cleveland officials, however, said they had no record of anyone calling about criminal activity at the house - but they were still combing their records.

Ms Berry, who was 16 at the time, disappeared on April 21, 2003, when she called her sister to say she was getting a lift home from her job at a Burger King outlet.

The third woman, Ms Knight, had been missing since 2002. She is believed to have been 20 at the time.

The long nightmare for the trio ended when Ms Berry reached through a crack in the front door and called for help.

Neighbour Charles Ramsey heard her screaming and tried to get her out through the door, but could not pull it open.

So he kicked the bottom open and she crawled through carrying a little girl.

Another neighbour Anna Tejeda said Ms Berry was nervous and crying, and dressed in pyjamas and old sandals.

Ms Tejeda said she gave her telephone to Ms Berry, who then called police.

In a recording of the 911 call, she told the emergency dispatcher: "I'm Amanda Berry. I've been kidnapped. I've been missing for 10 years. I'm free. I'm here now."

She said she had been taken by someone - and begged officers to arrive at the home on Cleveland's west side "before he gets back".

When police arrived, they found the two other women who were allegedly being held captive. They were also rescued.

Mr Ramsey explained how he rescued Ms Berry, saying: "I hear this girl screaming and she's going nuts.

"So I come outside and I know there's nobody supposed to be screaming next door to my house because there's no girl that lives in that house.

"When I came to the front door and looked at her she said 'My name is Amanda Berry - please get me out of this house'.

"She told the police, 'I ain't just only one, there's some more girls up in that house. So they go on up there ... and when they came out it was just astonishing."

Kayla Rogers, a childhood friend of Ms DeJesus, told The Plain Dealer newspaper: "I've been praying, never forgot about her, ever.

"This is amazing. This is a celebration. I'm so happy. I just want to see her walk out of those doors so I can hug her."

The rescue is the latest in a series of high-profile cases involving females being held captive for several years.

Jaycee Dugard was found on August 26, 2009, 18 years after she was kidnapped aged 11 in California.

She had been seized by Phillip Garrido - and his wife Nancy - while on her way to school in South Lake Tahoe in June 1991, and was kept in a hidden backyard and had two children with him. The Garridos were jailed for life.

Reacting to the escape of the Cleveland trio, she said in in a statement: "These individuals need the opportunity to heal and connect back in the world. This isn't who they are. It is only what happened to them.

"The human spirit is resilient. More than ever this reaffirms we should never give up hope."

Jimmy Tarbuck In Child Sex Abuse Arrest

Veteran comedian Jimmy Tarbuck has been arrested in connection with a historical child sex abuse allegation.

Tarbuck, 73, was questioned by North Yorkshire Police on April 26 in relation to an incident which allegedly occurred in the late 1970s in Harrogate, North Yorkshire, when the victim was a young boy.

The entertainer is understood to have been arrested at his home in Kingston upon Thames, southwest London, and released on bail.

The arrest was made following information passed by Metropolitan Police officers working on Operation Yewtree to North Yorkshire Police.

A force spokesman said: "North Yorkshire Police can confirm that a 73-year-old man has been arrested in connection with a historic child sex abuse investigation in Harrogate.

"The man was arrested in Kingston upon Thames on Friday, 26 April 2013.

"Following questioning, he was released on police bail pending further enquiries.

"The complaint relates to an incident that occurred in the late 1970s when the victim was a young boy.

"It would not be appropriate to comment further at this stage."

Tarbuck has spent more than 50 years in television.

Born in 1940 in Liverpool, he was a schoolmate of John Lennon and his first television breakthrough came with It's Tarbuck 65! in 1964.

In 1994 he was awarded an OBE by the Queen for his services to showbusiness and charity.

Last November he performed in The Royal Variety Performance at the Royal Albert Hall in London.

His daughter is the actress, television and radio presenter Liza Tarbuck.

Lord Lawson Calls For Britain To Leave EU

Lord Lawson has become the most senior Tory figure to call for the UK to quit the European Union - pledging to vote 'No' in any referendum on membership

In a move that piles further pressure on David Cameron over the issue, the former chancellor warned his proposed renegotiation would only secure "inconsequential" concessions from Brussels.

Writing in The Times, he said there was now a "clear" case for withdrawal, insisting the economic benefits would "substantially outweigh the costs", in contrast to the Prime Minister's position.

His intervention is sure to further embolden eurosceptic MPs demanding a tougher line to halt the rise of Nigel Farage's rampant anti-EU UK Independence Party (UKIP).

Mr Cameron is already under pressure to hold a "mandate referendum" as early as next spring to seek public approval of his strategy of putting a renegotiated settlement to an in/out vote by 2017.

In the wake of UKIP's surge in last week's county council elections, there is also pressure to put the strategy to a vote in the Commons in defiance of his Liberal Democrat coalition partners.

Lord Lawson, who was Margaret Thatcher's longest-serving chancellor and remains a highly respected figure within the party, said that it was "by no means assured" that Mr Cameron would win the 2015 general election.

But he said he believed public demand was such that a referendum would have to happen under Labour in any case.

Dismissing the chances of either party securing significant reforms, he said Brussels would fear a "general unravelling" as other countries sought to match the return of powers.

"But all this is largely beside the point," he wrote.

"The heart of the matter is that the very nature of the European Union, and of this country's relationship with it, has fundamentally changed after the coming into being of the European monetary union and the creation of the eurozone, of which - quite rightly - we are not a part.

"That is why, while I voted 'in' in 1975, I shall be voting 'out' in 2017.

"Not only do our interests increasingly differ from those of the eurozone members but, while never 'at the heart of Europe' (as our political leaders have from time to time foolishly claimed), we are now becoming increasingly marginalised as we are doomed to being consistently outvoted by the eurozone bloc.

"So the case for exit is clear."

But Deputy Prime Minister Nick Clegg told Sky News that Lord Lawson was "completely wrong", and that leaving the EU would "jeopardise" up to three million UK jobs dependent on membership.

"I think simply pulling up the drawbridge would be a bad thing for this country that would leave us poorer and less safe," the Lib Dem leader added. 

Lord Lawson said that while there would be "some economic cost" from leaving the EU single market, in his judgement "the economic gains would substantially outweigh the costs".

That would not only be in keeping the UK's £8bn net contribution, but also being removed from excessive bureaucracy, not least the "frenzy of regulatory activism" affecting the banking sector.

"The foolish and damaging financial transactions tax, imposed against strong UK opposition, is only one example. In part this is motivated by a jealous desire to cut London down to size, in part by well-intentioned ignorance," he said.

He added: "Those who claim that to leave the EU would damage the City are the very same as those who in the past confidently predicted, with a classic failure of understanding, that the City would be gravely damaged if the UK failed to adopt the Euro as its currency."

A Downing Street spokesman said: "The PM has always been clear: we need a Europe that is more open, more competitive, and more flexible; a Europe that wakes up to the modern world of competition. In short, Europe has to reform.

"But our continued membership must have the consent of the British people, which is why the PM has set out a clear timetable on this issue."

Three women who disappeared separately about 10 years ago have been found alive in a house in Cleveland, Ohio - just a few miles from where they went missing.

Police said they thought Amanda Berry, Gina DeJesus and Michele Knight had been tied up in the property and had been there since they vanished.

The trio, who went missing in their teens or early 20s, have been taken to a hospital for checks and were being reunited with relatives.

In January, a prison inmate was sentenced to four-and-a-half years in prison after admitting he provided a false burial tip in the disappearance of Ms Berry.

Two men arrested for questioning in the disappearance of Ms DeJesus in 2004 were released from the city jail in 2006 after officers did not find her body during a search of the men's house.

No Amber Alert was issued the day Ms DeJesus failed to return home because no one witnessed her abduction.

That angered her father, Felix DeJesus, who said in 2006 he believed the public will listen even if the alerts become routine.

"The Amber Alert should work for any missing child," he said then.

"It doesn't have to be an abduction. Whether it's an abduction or a runaway, a child needs to be found. We need to change this law."

Cleveland police said then that the alerts must be reserved for cases in which danger is imminent and the public can be of help in locating the suspect and child.

Girl, 12, Raped In Play Park Sex Attack

A 12-year-old girl has been dragged into a woodland area at a play park and raped, police have said.

Thames Valley Police said she had been on her own when a man pulled her to the woodland area, attacked her, and then fled.

The assault was reported to police on Saturday but the attack happened around March 23 at about 3pm at the end of the play area in Harrowden, Bradville, in Milton Keynes.

Police are appealing for witnesses to the attack to come forward and have issued descriptions of both the victim and her attacker.

The girl is described as white, around 5ft, of slim build, with long shoulder length mid-brown hair. She was wearing glasses.

Police said the offender is described as a white man, aged around 45 and a skinny build. He had very short grey/black hair.

The man spoke with a Scottish accent and was wearing a black leather jacket, blue jeans and black Dr Martens boots.

Investigating officer Detective Chief Inspector Justin Fletcher said: "We would urge anyone who saw the victim or a man answering this description in the area around that time to contact us as a matter of urgency.

"We take all allegations of a sexual nature very seriously and understand how difficult it can be for victims to come forward.

"While this was a very traumatic incident for the victim, it is also very rare.

"We would like to reassure the community that we are investigating the matter fully and patrols will be in the area to provide extra reassurance."

Police have appealed for any witnesses to the incident or anyone who has information as to the identity of the suspect to call the Thames Valley Police non-emergency number 101 quoting URN 589 05/05/13.

Speedboat Accident Kills Father And Daughter

A 51-year-old man and his eight-year-old daughter were killed and four other members of their family airlifted to hospital after a speedboat accident, police have confirmed.

Devon and Cornwall Police said the family from London was on holiday in Cornwall over the Bank Holiday weekend when the accident happened in the Camel Estuary near Padstow.

A 39-year-old woman, a four-year-old boy and two girls aged 10 and 12 were airlifted to Derriford Hospital in Plymouth, where they are being treated for "a range of injuries, some of which are life changing", police said.

The Maritime and Coastguard Agency (MCA) said in a statement on Sunday: "Falmouth Coastguard was first contacted at 15.48 this afternoon reporting that six people had been thrown from a speedboat approximately half a mile off Padstow."

MCA spokeswoman Jo Rawlings told Sky News: "It is believed the boat was out of control."

South Western Ambulance Service earlier said it was thought the speedboat hit some kayakers near the popular holiday resort, however this was subsequently ruled out by the MCA.

The MCA said: "We do not believe at this time any other vessels, kayaks or people were involved in this incident, other than those in the speedboat."

The man and girl were dead when the ambulance service arrived.

Ambulance service spokesman John Oliver said the injured suffered leg injuries of various degrees of severity.

RNLI lifeboats from both Padstow and nearby Rock were launched as part of the rescue operation, and search and rescue helicopters from two naval bases were also ordered to attend the scene.

Witnesses claimed heroic actions by passers-by prevented more lives being lost.

Writing on Facebook, Maria Chase said: "We were down in Padstow today and saw the tragedy and saw a hero who saved more lives by jumping on to an out-of-control speedboat from another boat."

Charlotte Jacobs took to Twitter to write to the RNLI, saying: "We witnessed incredible bravery in Padstow today during the tragic accident that unfolded. The men involved deserve medals."

Celebrity chef Rick Stein, who has four restaurants in Padstow, tweeted: "Our thoughts are with injured and bereaved involved in the tragic accident in Padstow this afternoon."

Fellow chef Paul Ainsworth wrote on Twitter: "Very sad day in Padstow, our hearts go out to all family and friends involved. Life can be so cruel."

Spain Plane Crash: Fireball At Airshow

A vintage jet plane has crashed into a hangar and exploded in a fireball at an airshow near Madrid, killing the plane's pilot.

A spokesman for Spain's Defence Ministry says the experienced jet pilot, Ladislao Tejedor Romero, 35, died of his injuries in the serious burns unit of Getafe hospital.

Some 3,000 people were at Cuatro Vientos airfield watching a display of aerial acrobatics when the plane crashed.

The impact sent a fireball and thick black smoke billowing into the air.

Spain's airport authority AENA said that only the pilot - an assistant to Defence Minister Pedro Morenes - was hurt in the crash.

However, the Europe Press news agency reported that two people were taken to hospital.

They were reportedly a rescue worker suffering from burns and a 57-year-old man, believed to be the pilot's father, who suffered an anxiety attack.

A third rescue worker suffering from smoke inhalation received first aid at the scene, the agency said.

The plane, a HA-200 Saeta, was built in the 1950s as an advanced jet trainer by Hispano Aviacion, ministry spokesman Alfredo Florenza said.

Mr Florenza said the cause of the crash remains unknown.

Bullying Suicides: Parents Call For New Law

A group of parents who say their children committed suicide after being bullied are calling on David Cameron to introduce a new law to tackle the problem.

In a letter to the Prime Minister the group have asked the Government to create a new offence of bullying and intimidation. They also want the coalition to introduce an anti-bullying strategy for the UK.

Child protection campaigner Shy Keenan claims her 14-year-old son was "bullied to death".

Ayden Olson was found dead at his family home in Colchester, Essex in an apparent suicide.

His mother told Sky News: "He was lovely and we were so looking forward to him growing up. We tried working with the policies in place and it just wasn't enough.

"Then I'm looking at my little boy on the floor dead and I'm thinking they have to listen now, this can't be allowed to happen because they're killing kids.

"We want new ways to protect children from all forms of bullying. At the moment it's not even illegal to bully. We don't want to criminalise children but the first step is to take bullying seriously."

Ms Keenan has been joined by other families who have been through similar experiences.

Aaron Dugmore was nine years old when he hanged himself at his home.

His mother Kelly Dugmore said: "It's still very raw, we're still very numb. He was just nine. You'd never think a child of that age would even think of taking his own life. He just must have been so traumatised. The law needs to change."

The families want to meet Mr Cameron and have all signed a letter to him which reads: "For our families and the brothers and sisters of those we've lost, nothing can be the same again.

"On behalf of all children who have experienced bullying, and their families, we are calling on you and your Government to take action to help prevent more people suffering in this way.

"Together we can stop bullying in our society. Please give us your support and meet with us to discuss how we make bullying unacceptable, once and for all."

The potential legislation is being called Ayden's law after Ms Keenan's son, and the campaign is being led by charity Beat Bullying.

Its deputy chief executive Richard Piggin said: "The latest Government statistics show that as many as 46% of young people will have experienced bullying.

"For us it's about those one in thirteen who experience it day in day out. They need protection and we need to make sure the perpetrators take responsibility for their actions."

A Downing Street spokesman said: "Bullying can have a devastating effect on the lives of victims and their families and we are clear that it must not be tolerated.

"It is important that all children know where they can go for help and are confident that their problems will be dealt with seriously and sensitively. 

"Every school must have measures in place to prevent all forms of bullying. This Government has issued new guidance to ensure schools are clear on their responsibilities in protecting children from bullying and has also given teachers new powers to tackle bullying quickly and effectively.

"To reinforce this, Ofsted now clearly holds schools to account on how well they deal with behaviour and bullying and since January last year inspectors must consider pupils' freedom from bullying, harassment and discrimination. 

"The Department for Education works with organisations including the Anti-Bullying Alliance and Beatbullying as part of its on-going work to tackle bullying and there are a range of laws in place to protect people from all forms of bullying."

'Israel Rocket Strike' On Syria Military Site

Israeli missiles have struck a military research centre near the capital Damascus, setting off explosions, Syrian state television has said.

The rockets were said to have hit a military research centre in Jamraya on the outskirts of the capital in the early hours of this morning.

The building was the target of an earlier Israeli strike in January.

Israeli radio is reporting that a senior security establishment official has confirmed the strike.

A Western intelligence source said "stores of Fateh-110 missiles that were in transit from Iran to Hizbollah" were the target of the strike.

Iran has condemned the Israeli attack and urged countries in the region to stand against the action, the Fars news agency reported.

Meanwhile, hundreds of families are fleeing a Syrian coastal area where activists say government troops have massacred nearly 200, many of whom were women and children.

The opponents of Bashar al Assad's regime say that fighters loyal to the President carried out two massacres last night and on Thursday in a Sunni Muslim area driving by a policy of ethnic cleansing.

Activists posted a video online of the bodies of 10 people it said were killed in Ras al Nabaa, in the city of Banias, in an attack overnight.

Activists said that the number of dead could be as high as 60.

It comes just two days after pro-Assad militias are alleged to have killed as many as 100 Sunnis in the nearby village of Baida.

Amateur video showed a man and at least three children dead inside a room.

A baby had burned legs and a body stained with blood. Next to him was a young girl whose face had been deformed after apparently being hit with sharp metal.

Other footage from activists showed entire families killed in their beds, a dead mother cradling her child in her arms, two toddlers lying next to them.

The videos have not been independently verified.

Syria's crisis, that began in March 2011 with pro-democracy protests and later turned into a civil war that has killed an estimated 70,000 people, has largely broken along sectarian lines.

Her statement added: "The United States is appalled by horrific reports that more than 100 people were killed May 2 in gruesome attacks on the coastal town of Bayda, Syria.

"Regime and Shabiha forces reportedly destroyed the area with mortar fire then stormed the town and executed entire families, including women and children."

It came as Israeli officials confirmed the country's air force carried out a strike against Syria, saying it targeted a shipment of advanced missiles bound for the Lebanese militant group Hizbollah.

The violence in the coastal region shows the sectarian nature of the two-year conflict that has killed tens of thousands and sent more than a million Syrians as refugees to neighbouring countries.

Nigel Evans Arrested For Rape And Sex Assault

Deputy Speaker Nigel Evans has been released on bail after being arrested on suspicion of the rape and sexual assault of two men.

The Conservative MP, a prominent gay rights campaigner, is expected to respond to the allegations later, in person, in a statement.

Earlier, the 55-year-old posted a message on his Facebook page thanking members of the public for their support.

He wrote: "thanks for the amazing overwhelming support at this difficult time...."

Mr Evans was arrested on Saturday morning at his constituency home in the village of Pendleton, near Clitheroe, in Lancashire.

The politician was questioned by police over an allegation of raping one man and sexually assaulting another between July 2009 and March 2013.

After several hours in custody in Preston, Mr Evans was released on bail at 10.30pm and asked to return to the police station on June 19.

Prime Minister David Cameron and Speaker John Bercow were informed of the arrest of the popular MP.

Sky News Crime Correspondent Martin Brunt said: "The allegations are one of rape against one man and sexual assault against another man. Both of those men are now in their early 20s."

He said: "The offences are said to have been committed at his home in the village of Pendleton near Clitheroe which is in his constituency of Ribble Valley."

Mr Evans, who comes from Swansea and whose parents ran a newsagents, has been MP for Ribble Valley since 1992.

Politicians and constituents said they were "shocked" by the allegations.

Michael Ranson, the chairman of the Ribble Valley Conservative Association, told Sky News: "He is a very popular MP and a very good constituency MP.

"He's given assistance to a lot of his constituents over many years. Everybody's completely shell-shocked."

Brian Binley, Tory MP for Northampton South and a friend of Mr Evans, said: "I was just deeply disturbed and shocked.

"I've known him ever since I've been in Parliament and I came in in 2005. I consider him to be a very good friend.

"I know him to be caring, compassionate and in no way would he inflict himself violently on any other person."

Mr Evans has held a number of front bench posts for the Conservative Party and was a Parliamentary Private Secretary in John Major's government and his spokesman for Welsh Affairs.

In 2010 he became one of three deputy speakers, earning £102,000-a-year, including his MP's salary.

In December 2010 he came out as gay in an interview with the Mail On Sunday newspaper in which he said that he was "tired of living a lie".

Mr Evans, who was vice chairman of the Conservative Party from 1999 to 2001, said he had been threatened with exposure by political opponents.

Sky News Chief Political Correspondent Jon Craig said: "Since then he has become quite a prominent gay rights campaigner.

"He had held, for example, at least one function in the Speaker's apartments on gay rights.

"John Bercow let him use the Speaker's apartment for a function and he has been prominent in that campaign.

"He is a very sociable MP. He is very well known."

A villager who lives opposite the MP and who did not want to give her name said: "I am shocked. I like him. He is a good MP and he has done a lot for the Ribble Valley.

"Obviously he is well known in the village and goes to the local pub a lot."

Another Pendleton resident, who also did not want to give his name, said: "It's unbelievable, I know him very well. He is an excellent person and I would stand by him 100%."

A Lancashire Police statement confirmed that a 55-year-old man from Pendleton had been been arrested on suspicion of rape and sexual assault and that he was being interviewed by officers.

The statement said: "We take all allegations of a sexual nature extremely seriously and understand how difficult it can be for victims to have the confidence to come forward.

"As a constabulary, we are committed to investigating sexual offences sensitively but robustly recognising the impact that these types of crimes have on victims.

"We would encourage anyone who has experienced sexual abuse, or who has information about it, to have the confidence to report it to us knowing that we will take it seriously, deal with it sensitively and investigate it thoroughly."
