British Dad Drowns Trying To Save Sons

A British man has died while trying to rescue his two sons who were caught in a rip tide at a beach on Australia's east coast.

The unnamed 44-year-old was with his family at Burrill Beach, about 150 miles south of Sydney, when the incident happened at around noon on Friday.

Onlookers ran into the water and were able to retrieve the boys, but returned to find their father floating face-down in the waves, the Sydney Morning Herald said.

Police and paramedics tried to revive him on the beach. He was pronounced dead on arrival at Milton Hospital.

One report said the father had suffered a cardiac arrest, but others said he had drowned.

A Foreign Office spokesman said: "We can confirm a British national died on January 10 on Burrill Beach in Australia.

"We stand ready to provide consular assistance at this difficult time."

A statement from New South Wales Police Force said: "Emergency services were called to Burrill Beach just after midday, where they found a man unconscious.

"The 44-year-old was taken to Milton Hospital where he was pronounced dead.

"Officers from Shoalhaven Local Area Command attended and were told the man, a British tourist, got into difficulty after attempting to rescue his two sons who were caught in a rip. His sons were not injured."

Glenn Matthews, director of the local Surf Lifesaving South Coast branch, said it was "a sad end".

"The message here is to please swim between the flags of patrolled beaches and learn to identify rips and currents and how to escape one," he told The South Coast Register.

It was the second drowning on the beach in two months, after a Filipino national died there in December.

Flood Warnings As River Levels Set To Rise

Homeowners in southern England have been warned to prepare for further flooding today after heavy rainfall caused the River Thames to burst its banks.

The Environment Agency (EA) has warned people living along the lower reaches of the Thames to be aware of the risk of rising water levels.

Further flooding is expected over the weekend in Oxfordshire, West Berkshire, Buckinghamshire and Surrey as recent rainfall flows downstream.

There are also risks of flooding along the River Parret in Somerset and the River Severn in the Midlands.

Residents in Dorset, south Wiltshire, Hampshire and West Sussex have also been warned of likely flooding caused by high groundwater levels.

The EA has issued 94 flood warnings - meaning immediate action is required due to expected flooding - and 151 flood alerts across England.

The agency estimates that some 570 properties have been flooded since the New Year, while a further 239,000 properties have been protected by flood defences.

"Communities along the River Thames, particularly below Oxford, into Berkshire and through Surrey need to remain vigilant for further flooding," said the agency's head of incident management, John Curtin.

"River levels on the Thames are high and will continue to rise for the next few days and we urge people keep up to date with the latest flood warnings and take action.

"With so much standing water around, we would also remind people to stay out of flood water and not attempt to walk or drive through it."

The Thames burst its banks on Friday, forcing homeowners to carry out clean-up operations and protect their homes from damage.

Parts of the river, stretching from Buscot in Oxfordshire to Bourne End in Buckinghamshire, were under flood warnings as heavy rain over recent days caused river levels to rise.

Residents were warned on Thursday to expect flooding, with many moving belongings to prevent damage.

Many homes close to the banks are underwater, with flood waters causing damage to ground floors and gardens.

Affected areas included Marlow and Cookham in Buckinghamshire, as well as Shiplake and Wargrave in Berkshire and parts of south Oxford.

Teachers 'Should Pass MoTs Or Face The Sack'

Teachers should be licensed and will face the sack if they fail to pass checks on their abilities, the Labour party has said.

Shadow education secretary Tristram Hunt said he wants teachers to be reviewed every few years to improve standards in England's state schools.

A similar proposal was floated by the previous Labour government - and dubbed "classroom MoTs" by former schools secretary Ed Balls - but was opposed by some unions and dropped before the 2010 general election.

Mr Hunt told the BBC: "Just like lawyers and doctors they should have the same professional standing which means re-licensing themselves, which means continued professional development, which means being the best possible they can be.

"If you're not a motivated teacher - passionate about your subject, passionate about being in the classroom - then you shouldn't really be in this profession."

Mr Hunt went on to tell The Times: "If we want to re-professionalise the teachers it would be crazy not to do it. If teachers are not re-licensed they will not be allowed to teach."

The Opposition has previously said it would insist on all teachers having Qualified Teacher Status, with staff already working in academies given a deadline to acquire a formal qualification.

A Conservative Party spokesman said the Government was willing to look any proposals which will "genuinely improve the quality of teaching".

He said: "We have already taken action by allowing heads to remove teachers from the classroom in a term, as opposed to a year previously, and scrapping the three-hour limit on classroom observations.

"We are improving teacher training, expanding Teach First and allowing heads to pay good teachers more. Thanks to our reforms, a record proportion of top graduates are entering the profession.

"Fixing the schools system so young people have the skills they need is a key part of our long-term economic plan."

Indian Diplomat's Family Slam 'Inhuman' US

The family of an Indian envoy whose arrest in the US has sparked a diplomatic crisis have slammed her "inhuman" treatment.

Uttam Khobragade, father of Devyani Khobragade, hit out after his daughter was strip-searched when arrested over allegations that she lied about how much she paid her maid.

He told a news conference in New Delhi: "As a family, we would not like to touch the soil of the country which treats human beings in such an inhuman way, in an utter violation of human rights, an utter violation of the Geneva Convention."

Mr Khobragade said he expected his daughter to arrive in India with her husband and children "very soon" after she was ordered to leave the US, where she could not be prosecuted because of her diplomatic immunity status.

Ms Khobragade was held in New York in December on charges of visa fraud and underpaying a maid.

Delhi said it was "shocked and appalled" and demanded an apology after she was handcuffed and strip-searched at the time of her arrest.

She left New York on a flight from JFK airport on Thursday night after she was indicted on criminal charges and India refused to waive her immunity.

Indian foreign ministry spokesman Syed Akbaruddin said: "At the time of her departure to India, Counsellor Khobragade reiterated her innocence of charges filed against her.

"She affirmed her gratitude to the government of India, in particular to the external affairs minister, and the people of India, as also the media, for their strong and sustained support during this period."

Northern Lights Aurora Borealis In The UK

Scientists say the aurora borealis, also known as the northern lights, came as low as the M4 corridor last night - and there will be an even better chance to see them tonight.

The natural light display, which usually takes place in the Arctic and Antarctic regions, may have been seen in the early hours by stargazers in southern Britain.

Joe Kunches, of The Space Weather Prediction Center (SWPC) in Colardo, told Sky News: "The geomagnetic storm that drives the aurora structure south is beginning right now.

"We're not sure how strong the storm will be but if it follows predictions there's a good chance of seeing it in southern Britain."

The SWPC predicted that the displays measured on what is called the KP Index could rise from a reading of one, which makes it visible in northern Scandinavia, to a reading of seven, visible in southern Wales and parts of southern England.

An eruption from the sun two days ago caused a cloud of electrically charged gas to move towards earth, fuelling the rare event.

The phenomenon triggers a geomagnetic storm, increasing the chances of viewing the aurora.

However, Professor Jim Wild, a space scientist at Lancaster University, said the orientation of the magnetic field, which pushes the aurora south is not in the best position at present, although this could change.

He predicts that it is more likely that Scotland will witness the lights. Stargazers saw the aurora from northern Scotland earlier this week.

A key factor in viewing the lights again this evening will be how clear the skies are.

Jessica Ennis-Hill Announces She Is Pregnant

Jessica Ennis-Hill is expecting her first child and will miss the 2014 Commonwealth Games in Glasgow.

She said in a statement: "My plans for 2014 have been completely turned upside down, but having had a couple of weeks to think about things from a career point of view I am 100% set on returning to full time athletics once our baby is born and go for a second gold medal at the Rio Olympics in 2016 - that challenge really excites me.

"But in the short term I will make our baby a priority and enjoy the whole experience as much as possible.

"I am sorry I won't be in Glasgow for the Commonwealth Games, but know it will be an amazing occasion. I will be at home awaiting the arrival of a little Ennis-Hill."

The 27-year-old heptathlete married childhood sweetheart Andy Hill in May.

She featured in the London Anniversary Games, but she pulled out of the World Championships in Moscow four days later because of continuing problems with her ankle.

Ex-SS Soldier, 88, Charged Over Nazi Massacre

An 88-year-old former member of Hitler's SS has been charged with taking part in a massacre of hundreds of French villagers.

It is nearly 70 years since one of the most infamous Nazi atrocities, in which Waffen-SS men took the small French village of Oradour-sur-Glane by surprise and killed nearly all of its inhabitants.

The death toll from the methodical slaughter in 1944 was 642 men, women and children.

The men were herded into barns and shot dead, while the women and children were burned alive in the village church.

Achim Hengstenberg, court spokesman for Cologne, said: "The prosecution charges an 88-year-old pensioner from Cologne with (joining in) the destruction of Oradour-sur-Glane in France.

"He and another shooter are said to have killed 25 men in a barn with his machine gun. He is also said to have aided the burning down of the village church."

The accused denies the charges, saying he did not fire a single shot in Oradour, according to his lawyer Rainer Pohlen.

He said he even tried to save the lives of some of the victims.

Mr Pohlen said: "He could have fired. He says, however, 'I had the great luck of being deployed for something else'.

"He said 'I heard shots, I saw people shouting, I saw the village burning. It was terrible. It was absolutely awful. But I was not myself involved in any of the action'."

Mr Hengstenberg said the charge lay with the young offenders chamber of the Cologne court because the suspect was only 19 years old at the time of the crime.

He was not named in the statement. The young offenders chamber will decide whether or not to open proceedings against the accused.

The SS massacre was meant to be an example to French Resistance guerrillas after a vehicle carrying an SS doctor was ambushed on a road leading to the village and its occupants abducted.

Among those killed were 207 children, the youngest eight weeks old. Only five men and a woman survived the massacre.

Robert Hebras, one of the survivors, said: "It's important that we find someone even if it's 70 years afterwards."

Oradour is an example of a post-war failure to punish the perpetrators.

Heinz Lammerding, the Waffen-SS general in command of the unit that committed the massacre, was captured by Allied forces, but never extradited to France and was sentenced to death in absentia by a Bordeaux military court in 1951. He died in his bed in Bavaria in 1971.

Mr Hengstenberg said the new charge resulted from a fresh look at a previous investigation into the events.

In 1953, 12 Alsatian soldiers who took part in the massacre while serving in the SS unit were sentenced to life in prison and one to death, but France's parliament immediately pardoned them in the name of "national reconciliation".

Their province of Alsace had been annexed by Germany in 1940 and Alsatians were deemed to have been forced to join the German forces, even though some clearly enlisted voluntarily.

Duggan Killing: Armed Police To Wear Cameras

Firearms officers will trial the use of body-worn video cameras to improve public confidence in the wake of the Mark Duggan killing.

Mr Duggan, whose death sparked protests that led to riots and looting across the country, was shot and killed when police stopped the taxi in which he was travelling in Tottenham, north London, in August 2011.

Following a four-month inquest, on Wednesday the jury found that although the 29-year-old had a gun in the cab, he probably threw it onto a nearby grass verge as soon as the car came to a stop.

Senior officers want to use the camera technology from April, to avoid the dispute and uncertainty which has dogged the Duggan investigation.

Metropolitan Police Assistant Commissioner Mark Rowley, who will be speaking on Sky News after 9am, said earlier: "There are great benefits to having these incidents on video. Look at the Lee Rigby case - everyone knows what happened.

"We don't need all these different opinions and conjecture - it's much easier to get to the facts."

The cameras are already used by some US police forces.

Wednesday's verdict sparked angry scenes outside the Royal Courts of Justice, which Mr Duggan's family called "perverse", claiming he had been "executed" by the police.

Mr Duggan's aunt Carole Duggan said: "The majority of the people in this country know that Mark was executed. We are going to fight until we have no breath left in our body for Mark and his children."

Their solicitor Marcia Willis-Stewart said: "On August 4, 2011 an unarmed man was shot down in Tottenham. Today we have had what we can only call a perverse judgement.

"The jury found that he had no gun in his hand and yet he was gunned down. For us that's an unlawful killing."

Metropolitan Police Commissioner Sir Bernard Hogan-Howe said the shooting had led to a "significant reduction in trust" between the capital's black communities and the police.

He said: "I know that we have much work to do with black Londoners to build trust and confidence in the Metropolitan Police.

"My officers do not set out to run an operation that results in someone dying. They are brave people who risk their own lives to keep the public safe."

The Independent Police Complaints Commission said it was looking at new evidence that had emerged from the inquest, and the Duggan family are now considering whether to try to get the inquest conclusion judicially reviewed.

Mr Duggan was being followed by officers who believed he planned to pick up a gun from another man, Kevin Hutchinson-Foster, and then move on to Broadwater Farm, also in Tottenham.

Hutchinson-Foster has since been found guilty of supplying a gun to Mr Duggan.

Norfolk Crash Crew 'Paid Ultimate Sacrifice'

Four American service personnel who were killed in a helicopter crash in north Norfolk paid "the ultimate sacrifice", according to their commanding officer.

Captains Christopher Stover and Sean Ruane, Technical Sergeant Dale Mathews and Staff Sergeant Afton Ponce died when their Pave Hawk helicopter came down on a marsh near Cley next the Sea on Tuesday night.

Colonel Kyle Robinson, commander of 48th Fighter Wing, in which the helicopter flew, said: "I am deeply saddened by the loss of these airmen.

"They've made the ultimate sacrifice while training to save the lives of others."

Speaking directly to the families of the dead crew, he told a news conference on Thursday: "As a husband and father myself, I can't imagine how heartbroken you must be. We are thinking of you."

RAF Lakenheath, where the US Air Force's 48th Fighter Wing is based, said Capt Stover and Capt Ruane were the pilots during the routine training flight.

Col Robinson said he was "humbled" by the "outpouring in words" from the British public, who had expressed their condolences.

He said it was too early to determine what had caused the crash.

Air accident, RAF and US investigators spent Wednesday at the scene of the tragedy, where debris was strewn across an area the size of a football pitch.

The investigation has been hampered by the live ammunition the helicopter had been carrying, with bullets scattered around the scene. A 400m police cordon is expected to remain in place until Monday.

The aircraft and the remains of those who died have not yet been removed as investigators fear it could disrupt evidence. It was hoped the bodies could be extracted on Thursday.

"It all hinges on our ability to establish what happened and the removal of the casualties, who are sadly deceased, could disrupt the evidence so this must be done methodically step by step."

The Pave Hawk - a derivative of the US Army's more famous Black Hawk - gets its name from the PAVE acronym, which stands for Precision Avionics Vectoring Equipment.

The helicopter is used for combat search and rescue, mainly to recover downed aircrew or other isolated personnel.

Flood Risk Continues With More Rain On The Way

More heavy rain is on the way with large parts of Britain remain at risk of further flooding.

The Met Office has extended its severe weather alert until Thursday morning, warning that the saturated ground and swollen rivers in the south of England and Wales may not cope with more rain.

A Met Office spokesman said: "The public should be aware of the potential for further flooding, especially in the areas which have been affected recently.

"Given current sensitive hydrological conditions, there is a risk of further surface water flooding in Wales, and both river and surface water flooding in Cornwall, Devon and Somerset."

The Met Office has its lowest warning in place, forecasting "periods of heavy rain" in the south west of England and Wales on Wednesday into Thursday.

Between 30-40mm of rain is expected to fall in the wettest spots.

There are no longer any severe flood warnings in force from the Environment Agency, but there are 114 flood warnings in place across the country.

A further 195 low-level flood alerts are also in force.

Paul Mustow, flood risk manager at the EA, said: "The risk of flooding continues this week, with communities in the South West and South East urged to stay safe and sign up to free flood warnings."

Seven people have died and more than 1,700 homes and businesses have been flooded in England since the beginning of the Christmas period, with around 550 properties flooded since the new year.

Some 140 properties have been flooded in Wales.

Flood defences protected 220,000 properties over the Christmas period and another 800,000 were protected during the coastal flooding in early December.

High winds over Christmas also left 250,000 homes without power, with some families waiting days for electricity to be restored.

Environment Secretary Owen Paterson said on Tuesday the Government was working closely with local councils, the insurance industry and others to ensure that people could quickly get the help they need.

Former Miss Venezuela And Ex Killed In Robbery

Armed robbers have shot dead a former Miss Venezuela and her British ex-husband in front of their five-year-old daughter.

Monica Spear, 29, and Thomas Henry Berry, 39, were on holiday in Venezuela when the attack happened between Puerto Cabello and Valencia.

Their daughter Maya was shot in the leg during the attempted robbery. She survived and is recovering in hospital.

Authorities said police had arrested five suspects, some under the age of 18.

President Nicolas Maduro said the victims' car burst a tyre after running over something on the road, apparently placed by robbers to stop traffic.

"I ask those who assassinated this young person: what explanation do you have?"

Friends have left messages on Twitter. Venezuelan salsa singer Oscar D'Leon wrote: "I'm so sad for my Venezuela. My condolences for Monica Spear's family.

"Rage and impotence are what I feel right now."

The 2004 Miss Venezuela winner lived in the US but was on holiday at the time of the shooting.

Venezuela has one of the world's highest murder rates, with 79 homicides per 100,000 inhabitants in 2013, according to the Venezuelan Observatory of Violence.

Mr Maduro says beating violent crime is his top priority but opponents say the government's plans do not tackle root causes, such as impunity for criminals, corrupt courts and complicity by some poorly-paid police.

Opposition leader Henrique Capriles said he and Mr Maduro should leave their political differences to one side.

"We should unite to win the war against violence and insecurity. We're in an emergency ... this situation calls for all of us to take a look at ourselves as a country."

US Helicopter Crash Site 'A Hazard' To Public

A US military helicopter crash site poses a risk to the public because of ammunition scattered across the area, police have said.

Norfolk Police Chief Superintendent Bob Scully said debris from the crash - which killed four crew members - is spread across difficult terrain in Cley Next the Sea.

He said a 400-metre cordon will remain in place for most of the day while investigators carry out a full examination and work to preserve evidence.

He said: "The crashed aircraft did contain ammunition. This is not of any great significance - it is bullets, if you will - but it is scattered across the area.

"The site is a hazard to members of the public and people who would normally visit for birdwatching and other nature activities."

The Pave Hawk helicopter - based at RAF Lakenheath in Suffolk - was taking part in a low-flying exercise when it came down at around 7pm on Tuesday.

Mr Scully said the coroner is carrying out a daylight assessment of the area and will then arrange for the victims' bodies to be removed from the site.

He said the investigation would then be passed over to the Air Accidents Investigation Branch and its counterparts in the US.

Emergency services worked at the scene throughout the night with the help of military personnel and volunteers.

Residents told of hearing a "heavy and very unusual" sound overhead as the helicopter - which specialises in recovering troops from war zones - plummeted into marshland at the Norfolk Wildlife Trust Cley Marshes Nature Reserve.

The Pave Hawk - a derivative of the more famous Black Hawk - gets its name from the PAVE acronym standing for Precision Avionics Vectoring Equipment.

The helicopter is used for combat search and rescue, mainly to recover downed aircrew or other isolated personnel.

It usually has a four-man crew and can carry up to 12 troops.

Polar Vortex: Deep Freeze Moves Across US

A whirlpool of freezing, dense air known as a "polar vortex" has gripped the US Midwest and is making its way east and south, bringing record low temperatures.

Thermometers plunged to -32C (-25F) in Fargo, North Dakota, while Madison, Wisconsin, hit -28C (-19F) and even Chicago and Minneapolis saw temperatures reach -20F, with wind chills of -50F.

Forecasters say some 187 million people could feel the effects of the frigid blast by the time it has spread across the country.

Nearly 3,200 flights - one out of every 10 domestic departures - were cancelled on Monday, following a weekend of travel disruption across the US.

In New York City, the temperature was expected to drop sharply from about 11C (52F) to around -12C (10F) as the Arctic air moved in.

Missouri transport officials said it was too cold for rock salt to be effective and several roads in Illinois were closed because of drifting snow.

Government offices and courts in several states have also been closed.

Floods: Concerns Budget Cuts May Hit Response

Budget cuts at the Environment Department may affect its ability to deal with emergencies such as the current flooding, MPs have warned.

Some £500m has been cut from the Department for Environment, Food and Rural Affairs' (Defra) budget since 2010 and the department is facing further cuts of more than £300m over the next two years.

Parliament's Environment, Food and Rural Affairs committee says the department's ability to deal with crises such as flooding and the horse-meat scandal must be protected.

The Government has pledged to increase spending on new flood defence schemes to £370m in 2015/2016, with the money ring-fenced.

However, the Environment Agency, a government body funded by Defra and with a key role in dealing with flooding, is to lose more than 1,500 jobs in the next year.

Committee chairwoman Anne McIntosh said: "Defra is a small ministry facing massive budget cuts and which relies on a large number of arms-length bodies to deliver many significant areas of policy.

"Ministers must clarify how further budget cuts over £300m over the next coming two years will impact on the funding provided to these agencies and the ability of the department to respond to emergencies."

She added: "Recent flooding events over the Christmas and New Year period reinforce the committee's concerns about cuts to the Defra budget and how these will be realised."

Environment Minister George Eustice told Sky News: "Within the spending envelope we have been given we have prioritised flood defence spending - £2.3bn in the last spending period and have secured another £2.3bn in the latest budget round.

"While there have been hundreds of properties that have been flooded - and that's a tragedy for those involved and I know it's the worst possible thing that can happen to people over Christmas - there have been hundreds of thousands of homes protected by all the infrastructure and investment we have made in flood defences."

The budget warning comes as the country faces another day of stormy weather and remains at risk of more flooding as heavy rain - combined with hail and thunder - and tidal surges continue to batter the southern and south-eastern coast.

A succession of storms means the rain is falling on already heavily saturated ground and swollen rivers, giving rise to difficult road conditions for motorists and causing delays and cancellations to train services.

Flooding in the Somerset Levels has left villages cut off, roads and buildings have been damaged, and waves of up to 27ft have been recorded at Land's End, the most southern tip of the UK.

A flood siren warning of extreme danger to people and property was sounded in Dorset.

The Environment Agency raised the alarm after the sea breached Chesil Beach in Portland on Monday night, following a severe flood warning in the area.

Dorset Police told families to move to an upstairs room facing away from the sea with flood kits.

Jackie Blakespear, landlady at The Cove House Inn on Chesil Beach, described the evacuation and of how 50ft waves crashed over flood defences against the 350-year-old building which she refused to leave.

She told Sky News: "It was a fantastic sight to be fair - scary and exciting all at once. It was very, very scary at some points when the sea actually did come over and hit the pub."

A further two severe flood warnings - the highest level of warning - have also been issued by the Environment Agency for nearby Preston Beach and the Lower Stour in Dorset.

More than 120 flood warnings urging people to be prepared for flooding remain in place across the country, including in Dorset, Oxfordshire, south Wiltshire, Hampshire and along the river Thames, while more than 200 low-level alerts have been issued.

The Met Office said that heavy showers, some of them combined with hail and thunder, will continue to affect parts of southern and south-eastern England today and tomorrow.

Afghan Girl, 10, In 'Suicide Bomb Attempt'

A 10-year-old girl who apparently attempted to carry out a suicide attack wearing a vest packed with explosives has been detained by Afghan authorities.

The girl, named only as Spozhmai, appeared at a news conference in Lashkar Gah, capital of Helmand province.

She told how her brother, reportedly a Taliban commander, had forced her to wear the vest and ordered her to detonate herself at a police checkpoint.

"I was tired of my stepmother. My brother told me to wear the black vest, go to the police checkpoint and press the button," she told reporters.

"I went past a river and decided to drop the vest. My brother fled and police arrested me."

There are conflicting accounts of the incident, with some officials saying she was wearing the vest when she was arrested and others saying no vest had been recovered.

The Afghanistan-based Tolo TV news channel said the girl was unable to operate the button to detonate the explosives.

The interior ministry said that her brother was a Taliban commander who coerced her into putting on the vest and walking towards the police post in Khanashin district in the southern heartlands of the insurgency.

Taliban militants have been accused in the past of using young boys to plant roadside bombs and act as suicide bombers.

The insurgents, who made no comment on the latest incident, have always denied using children to launch attacks.

The Taliban has been fighting against the US-backed government since it was ousted from power in late 2001 after the 9/11 attacks in the United States.

Dennis Rodman: I Love My Friend Kim Jong-Un

US basketball star Dennis Rodman has told Sky News he "loves" the North Korean leader and claims that "when the time comes" he will discuss human rights with Kim Jong-Un.

Mr Rodman was speaking at Beijing airport as he departed for his latest trip to the secretive country.

He is travelling to Pyongyang with a group of 11 American basketball players for a match marking Mr Kim's birthday on Wednesday.

He said: "The only thing we are doing right now, as you can see right now, is all the NBA players here to play a game right now.

"And that's the one thing we're trying to do right now."

It is almost universally accepted that North Korea has the worst human rights record in the world.

As many as 200,000 political prisoners are locked up in labour camps around the country. Escapees have said that torture is routine.

Asked whether he would bring up the subject of labour camps, Mr Rodman said it was not his job.

Given that he is the only American with such unprecedented access to Mr Kim, Sky News put it to him that it was his responsibility to raise the issue.

"That's not my job," he said. "The only thing I am doing right now, I am only doing one thing: this game is for his birthday. It's for his birthday.

"And I hope that if this opens doors and we can actually talk about certain things, then we can do certain things but I am not going to sit there and go in and say 'hey guy, you're doing the wrong thing'.

"That's not the right thing to do. He's my friend first. He's my friend. I don't give a ****. I tell the world: he's my ******* friend, I love him."

Under the North Korean regime's "three generations of punishment" system, individuals found guilty of a crime are sent to the labour camps with their entire family.

The subsequent two generations of that family are then born in the camp and live their lives locked up inside.

Mr Rodman was asked if he was aware of the 200,000 or so political prisoners in North Korea.

He replied: "Are you aware that lots of people in America is locked up like that too?"

Mr Rodman's unlikely friendship with Mr Kim dates back to February last year when he accompanied the US documentary maker Vice to North Korea with the Harlem Globetrotter basketball team.

Sky News understands that Mr Rodman initially believed he was going to meet the South Korean pop star Psy.

He even tweeted that he might bump into the star behind the hit song Gangnam Style.

For reasons which are yet to become clear, Mr Rodman and Mr Kim became friends.

Sky News has seen unpublished photographs of Mr Rodman riding one of Mr Kim's horses last summer at the North Korean leader's ranch outside Pyongyang.

Mr Kim does not speak English and Mr Rodman does not speak Korean.

Their conversations are conducted through North Korean interpreters.

This latest trip was due to be sponsored by the Irish bookmaker Paddy Power.

However, on Christmas Eve, the bookmaker claimed it had pulled its participation.

"Given changed circumstances, Paddy Power has decided to withdraw its association with the Dennis Rodman basketball initiative in North Korea," the company said in a statement.

However, Sky News understands that the bookmaker is still providing private funding for the trip, which it catch-phrased "Hoops not Nukes".

North Korean analysts are split over whether engagement with North Korea by an unusual and eccentric American is an unpalatable publicity stunt or an opportunity for future dialogue.

Dr Daniel Pinkston, North East Asia deputy project director at International Crisis Group, was supportive of the relationship when the Paddy Power event was announced.

"The last few years have been difficult for North Korea watchers seeking new policy prescriptions for dealing with Pyongyang," Dr Pinkston said in a statement on Paddy Power's website in September.

"Thanks to the support of Paddy Power, Rodman's visit had opened a window of opportunity to bring change to North Korea."

In December, Shin Dong-Hyuk, the only person born in a North Korean prison camp known to have escaped to the West, wrote an open letter to Mr Rodman calling on him to engage with Mr Kim.

"I am writing to you, Mr Rodman, because, more than anything else, I want Kim Jong-Un to hear the cries of his people," he wrote.

"Maybe you could use your friendship and your time together to help him understand that he has the power to close the camps and rebuild the country's economy so everyone can afford to eat."

As Mr Rodman left Beijing airport on this latest trip, he left that possibility open.

"When the time comes when I do that I am going to sit down and talk to all the people around the world, when the time comes, I am going to tell you everything that happens.

"But right now I want these guys to go over there and put on a good show for his birthday.

"We will talk about political stuff and anything about refugee camps."

Polar Vortex: NFL Fans Brave -26C Wind Chill

Diehard fans have braved freezing temperatures and a wind chill of -26C (-14F) to watch an NFL playoff match in Wisconsin.

The Green Bay Packers took on the San Francisco 49ers at their home field on Sunday night, in one of the coldest American football matches ever played.

A phenomenon described as a polar vortex has plunged states in the north and northwest US into a deep freeze, causing transport chaos and school closures.

Fans at the Packers' Lambeau Field swaddled themselves in multiple layers of thick clothing and covered themselves with blankets for the tie, which lasted around three hours.

The 49ers' stars - who are more used to balmy California temperatures - wrapped up on the touchline in signature red blankets.

Despite not being accustomed to the inclement weather, they won 23-20, putting them one step closer to February's Super Bowl.

The weather phenomenon has seen super-chilled air from the Arctic sucked into North and South Dakota, the Great Lakes states and New England, sending temperatures plunging.

Washington DC has already seen its coldest temperatures for 20 years and several states in the Midwest have recorded their lowest mercury readings for more than a decade.

Icy weather is feared to have been a factor that led to a Delta Airways flight skidding off the runway at JFK Airport on Sunday.

None of the flight's 35 passengers was injured and the aircraft was safely towed to a gate.

The busy New York airport suspended operations for about two hours due to slick runways.

In Chicago, about 1,200 flights were cancelled at the city's O'Hare and Midway international airports after more than 11 inches of snow fell.

Weather Bell meteorologist Ryan Maue described the current weather conditions as a once-in-a-generation event.

"If you're under 40 (years old), you've not seen this stuff before," he said.

With much of the northeast of the country already under thick snow and well below zero, a newly emerging weather system is threatening to cause further misery.

The "polar vortex" is an anti-clockwise rotating pool of cold, dense air that forms close to the North Pole, but typically hangs over Canada.

Meteorologists say that unusually, this year, it is heading south and moving towards the north and eastern United States.

Fargo in North Dakota is expected to dip to -31C (-25F), International Falls, Minnesota, is forecast to fall to -35C (-31F) and Indianapolis, Indiana, and Chicago, Illinois, to -26C (-15F).

The forecast prompted Minnesota public school officials to announce a statewide closure for Monday, marking the first such mass closing in 17 years.

The Wisconsin cities of Milwaukee and Madison have also announced school closures to start the week.

Indianapolis Mayor Greg Ballard upgraded the city's travel emergency level to "red", making it illegal for anyone to drive except for emergencies or seeking shelter.

The last time the city issued such a travel warning was in 1978.

Temperatures are expected to dip close to freezing in parts of Florida on Tuesday.

In Canada, people have reported hearing loud booms which are thought to be "frost quakes" as temperatures dip to -20C.

The phenomenon, known as a cryoseism, is caused when water in the ground expands in extreme cold, causing it to crack and make the booming noise.

At least 16 deaths have been blamed on a snow storm that swept across the eastern half of the US at the end of last week.

Only a few thousand people have been left without power in the US despite heavy snowfalls, but in Canada, which has seen unusually heavy snow in a country used to cold winters, nearly 90,000 are without power in Newfoundland.

The weather conditions that brought misery over the festive period continued to prove treacherous at the weekend - with a 47-year-old man becoming the third person to die in the storms.

As winds whip up rough seas in the Atlantic, it could lead to even further coastal flooding with 10-metre-high waves possible for southwest England, Wales and western Scotland.

The Met Office has issued a yellow warning - meaning "be aware" - for heavy rain, along with hail and thunder, in southern and western parts of Scotland, across Northern Ireland, north Wales, northwest and northeast England and the South.

Up to 40mm of rain could fall in higher ground.

With the ground saturated already following recent storms, the Environment Agency (EA) has issued one severe flood warning - near Bournemouth, Dorset - and more than 300 flood warnings and alerts covering every region in England and Wales.

The Scottish Environment Protection Agency has 25 flood warnings and alerts in place.

The EA urged communities in Dorset and Oxfordshire to prepare for "significant flooding" in the lower reaches of the Thames, Dorset Stour and Frome rivers.

More flooding is expected on the Somerset Levels and rivers in the South East, including the Severn, remain "very high" after recent rainfall.

The EA said some 220 properties had been flooded so far, miles of coastline had been battered and roads and fields across the country left under water.

The severe weather has already taken its toll on the transport network and more disruption expected for commuters with roads closed and trains delayed or cancelled in areas.

Southern Railway services between Horsham and Dorking in Surrey will be out of action until early February after a landslip in Ockley.

First Great Western warned passengers there was a risk to services in Cornwall, Devon, Somerset, Wiltshire and Dorset.

And with hail providing an additional hazard, driving conditions are expected to be difficult too with the RAC expecting Monday to be one of the busiest days of the year for breakdowns, with 11,000 call-outs expected.

The UK is bracing for more storms, high tides and gale-force winds on Sunday as communities already hit by a trail of devastation begin to assess the damage.

More than 200 homes have been flooded along the west of the UK from Cornwall to Scotland, with miles of coastline battered and roads left under water.

Prime Minister David Cameron has praised the "great work" of emergency services and the Environment Agency (EA) in responding to flooding.

The Met Office has issued yellow warnings for rain in the south of England and snow in the north of England and southern Scotland.

More than a third of people who voted Conservative in the last general election say they would not vote for the party in the next election, according to a poll carried out by Lord Ashcroft.

The former Tory Party deputy chairman's findings revealed around half of the 'defectors' had switched allegiance to the UK Independence Party, with a fifth aligning themselves with Labour or the Lib Dems and a third undecided.

But in a more positive message for the Tories, 56% of those 'defectors' believe David Cameron is the best of the three main party leaders and say their preferred outcome in 2015 would be a Conservative majority.

The poll showed the 'defectors' significantly outweigh the number of new backers from other parties since 2010, making it more difficult for David Cameron to win an overall majority in 2015.

Commentary on the research, Lord Ashcroft said: "This research shows it is far from impossible for the Tories to win outright. But to do so they will need the votes of everyone who supported for them last time, plus practically everyone who is even prepared to think about doing so next time."

The poll found many voters in all camps gave at least a grudging recognition that the coalition had done well in dealing with the economy.

Mr Cameron and George Osborne were more trusted than Ed Miliband and Ed Balls to manage the economy in the country's best interests by a margin of 57% to 43%.

But it would be "hard" to persuade people that they were feeling the benefits of improved growth rates in their own lives given that the Government had no scope for large giveaways.

In fact a small majority 54% said they expected no improvement or a slight worsening in the economy over the next one or two years - with 46% anticipating a significant improvement.

The findings are from Project Blueprint: Phase 4, the latest round of Lord Ashcroft's research into the Tories' prospects of winning the next election outright.

The Tory peer said the Conservatives need to offer a clear direction to win the next election, not simply highlighting Labour's weaknesses and relying on progress achieved since 2010.

"Drawing a contrast with Labour and highlighting progress on welfare, immigration and the macro economy, important though they are, will only take the Tories so far," he said.

"It needs to be clearer what would be on offer under a new Conservative government. It is one thing to say don't turn back, but we also need to know where we're going."

The poll interviewed 8,053 adults online between November 4 and 10.

Bronx: Plane Makes Emergency Landing On Road

A light aircraft has made an emergency landing on an interstate highway in New York City.

Fire Department officials said the plane touched down at 3.20pm on Saturday on the Major Deegan Expressway in the Bronx, in an area where the highway passes through Van Cortlandt Park.

Three people were on board, according to the Federal Aviation Administration (FAA), and fire officials said all three were taken to hospital.

There have been no immediate reports of serious injuries.

The FAA said damage to the aircraft was minor. Images of the Piper PA28 showed it was largely intact.

It was unclear why the plane set down on the highway. The road has been closed and emergency personnel were on the scene.
