Briton Killed In Afghanistan Suicide Attack

A British national has been killed in a bomb blast and gun attack in the Afghan capital Kabul.

The Briton was among 16 people who died when a suicide bomber blew himself up outside a restaurant and two gunmen sneaked in through a back door and opened fire.

The gunmen are believed to have been shot dead by security forces when they arrived at the scene.

A spokesman for the Foreign Office said: "We can confirm the death of a British national and we stand ready to provide consular assistance to the family."

The Taliban said it carried out the attack on La Taverna du Liban, a restaurant popular with foreigners and wealthy Afghans alike.

It described the building as a "foreign hotel" and said the blast targeted "high-ranking German officials" it described as "foreign invaders".

The German foreign ministry said it was looking into the claims, while Ari Gaitanis, a spokesman for the UN, said at least four of its employees remained unaccounted for.

Kebab cook Abdul Majid, who suffered leg fractures in the blast, said: "I was sitting with my friends in the kitchen when an explosion happened and smoke filled the kitchen.

"A man came inside shouting and he started shooting. One of my colleagues was shot and fell down. I ran to the roof and threw myself to the neighbouring property."

Like many places that are popular with diplomats, aid workers and businessmen in Afghanistan, the restaurant has no signs indicating its location and is heavily secured.

It has no windows, bags of dirt are piled up outside to act as blast walls and guests are searched before entering the premises.

Lightning Strike Damages Rio's Jesus Statue

The iconic statue of Jesus overlooking Rio de Janeiro has lost a thumb tip as a result of a lightning strike.

Christ the Redeemer, one of the city's most recognisable landmarks, was damaged in a huge storm on Thursday night.

Standing at 38 metres the statue - which sits atop Mount Corcovado - was named in a 2007 global poll as one of seven new wonders of the world.

Mikaeel's Mum Detained As Body Discovered

Police searching for missing three-year-old Mikaeel Kular have found the body of a young boy.

Assistant Chief Constable Malcolm Graham announced the discovery just after 1am at a hastily convened news conference at Police Scotland's Edinburgh HQ.

There were gasps from people who had gathered for the update as he announced that the body had been found shortly before midnight

One person - understood to be Mikaeel's 33-year-old mother Rosdeep - has been detained in connection with his disappearance.

The body is understood to have been found at a property in Kirkcaldy, Fife, where the family lived before moving to Edinburgh, Sky News Scotland Correspondent James Matthews said.

ACC Graham said: "The investigation into the disappearance of Mikaeel Kular has been wide-ranging and fast moving.

"As a result of enquiries the body of a young child was recovered in Fife just before midnight.

"We strongly believe this to be the body of Mikaeel.

"A person has been detained in connection with the recovery of the body and members of Mikaeel's family have been informed of the recovery."

Mikaeel was reported missing from his home in Edinburgh on Thursday morning.

Hundreds of police officers from across the UK joined the search and lines of volunteers swept the local area, searching for clues about his disappearance.

Police were told that Mikaeel had not been seen since his mother put him to bed on Wednesday night.

On Friday evening ACC Graham revealed the boy had not attended nursery since before Christmas and said there were "grave concerns" for his safety.

Sky News Crime Correspondent Martin Brunt in Edinburgh said: "We know that according to the police, a person was detained last night.

"The police haven't named that person detained, but we understand from our sources that it's Mikaeel's mother Rosdeep, known as Rosie.

"Under Scottish law, she can be detained initially for 12 hours during questioning and then on the say so of a senior officer can be held for another 12 hours.

"At the end of that period police must decide whether to release her, charge her or formally arrest her." 

Police analyst Graham Wettone told Sky News: "(His mother) will be questioned as police try to establish what has taken place."

Police Scotland officers have cordoned off a road and been carrying out searches at a property in Kirkcaldy.

The force has not disclosed exactly where in Fife the discovery of the body was made.

The body is being left in situ for forensic and scenes-of-crime officers to carry out investigations.

There was sadness and anger among families living near Rosdeep Kular's home in Ferry Gait, Edinburgh, as they woke up to news of the grim discovery.

Jackie Brownlee, 29, a mother-of-two who lives opposite the family home, told Sky News that local people will support each other as they try to come to terms with what has happened.

She said: "Everyone was hoping and now that hope's gone - we still can't believe it. But I think the community will come together because we have to."

Her son Darren, 11, added: "He was such a cute lad, always running around the street. I can't believe it's happened in my street - I'm really scared now." 

Denise Fergus, the mother of James Bulger, the two-year-old who was murdered in Liverpool in 1993, tweeted her condolences.

She said on Twitter: "My heart is aching for that poor boy Mikaeel Kular brings it all back so sad."

Missing Mikaeel Kular: Residents Join Search

How far can a three-year-old boy get on his own? That's the question everyone I speak to on Ferry Gait Crescent is asking.

Mikaeel Kular has been missing for more than 24 hours and his whole neighbourhood has come to a standstill.

Residents of the "normally quiet" area have joined police, some on horseback, and mountain rescue teams to search the local area.

One group of women told me they had been out since 9am on Thursday scouring a golf course, beach and high street. They were carrying torches donated by the local branch of Tesco.

"You're looking in the same places, convinced you missed something the first time," one said.

Two teenagers from a neighbouring estate said they wanted to help "to see if there was something we could do".

One said his mother had heard of a small girl nearby who had told of a "stranger tapping on her window".

Hedgerows were being scoured, the bins emptied and homes opened up to police.

No one is letting their hopes fade for the little boy, who is one of dozens of children that live in the street.

But with heavy security doors in the blocks of flats and CCTV cameras visible on every building, suspicions are being raised about whether Mikaeel could have walked out of his home on his own.

No new information about his whereabouts has emerged.

The weather in Edinburgh has been freezing - the gritters are out on the streets.

In the city centre, people said they were shocked by Mikaeel's disappearance and are praying for him.

Miliband Promises 'Reckoning' With Big Banks

Ed Miliband has promised to force the big five banks to give up "significant" numbers of branches to make way for new competitors if Labour wins the next general election.

In a keynote speech on the economy at the University of London, Mr Miliband will say the financial services industry has been "an incredibly poor servant of the real economy".

He will blame a lack of competition in the sector for misselling scandals and a £56bn drop in lending to business since 2010.

The Labour leader is attempting to flesh out his party's economic policy for the next Parliament.

But he risks being overshadowed by Chancellor George Osborne's backing of a significant rise in the national minimum wage.

Mr Miliband will promise to introduce a legal maximum threshold for any bank's share of the market in personal accounts and small business lending, with powers to force the sale of branches and block mergers and acquisitions to prevent it being breached.

Under the proposals, the Competition and Markets Authority would report within six months of the May 2015 general election on the level the threshold should be set at and the timetable for the sell-off of branches, which would be completed by 2020.

He will say: "We need a reckoning with our banking system, not for retribution, but for reform.

"If we carry on as we are, we will end up stuck with the same old banks dominating our high street: the old economy.

"In America, by law, they have a test so that no bank can get too big and dominate the market. We will follow the same principle for Britain and establish for the first time a threshold for the market share any one bank can have of personal accounts and small business lending."

Earlier this week, Bank of England governor Mark Carney said a cap on banks' market share "would not result in substantial improvement to competition".

He told the Commons Treasury Committee: "Just breaking up an institution doesn't necessarily create or enable a more intensive competitive structure."

Business Secretary Vince Cable said he agreed with Mr Miliband's desire for increased competition but insisted that "many of the things he is calling for have actually happened".

Mikaeel Kular: Search Enters Second Day

Police forces from across the country are now involved in the hunt for missing three-year-old Mikaeel Kular - as a first search of CCTV footage draws a blank.

At a press conference in Edinburgh this morning, Superintendent Liz McAinsh said "hundreds and hundreds" of police officers were searching for Mikaeel.

She invited members of the public to help with the search, urging volunteers to congregate at the Local Team Office in West Pilton Gardens at 10am.

The officer also revealed that police had received 150 calls to a hotline dedicated to the boy's disappearance and all lines of inquiry were still open.

She said: "We are deeply concerned we have no positive sightings of Mikaeel. There's lots of activity today, lots of police officers, helped by members of the public.

 "I remain optimistic, I really do, but as time passes we become deeply concerned."

The child's mother put him to bed at around 9pm on Wednesday, only to find his room empty on Thursday morning.

Ms McAinsh said: "Mikaeel's mother is getting a lot of support from both the police, her family and her friends but clearly she is very distraught, she just wants her little boy back home with his brothers and sisters." 

She said that officers have spoken to Mikaeel's father and that all of the boy's family have been very helpful to the police.

She added: "No-one is detained, no-one is a suspect, we have no evidence of any criminality."

Ms McAinsh said she was not aware of any tension in the family that would have caused Mikaeel to run away.

A police helicopter, sniffer dogs, coastguard and lifeboat teams have been searching the area surrounding the flat he shares with four siblings in Ferry Gait Crescent.

Forensic teams are examining a second address in a block of flats near his home.

Officers have also urged neighbours to check gardens, sheds, parks and lock-ups to find the missing boy.

The temperature in Edinburgh overnight dropped to around 3C.

Police Scotland has activated the Child Rescue Alert system, which is usually reserved for abduction and kidnap cases and supported by all police forces across the UK.

The search remains focused around the Drylaw, Pennywell, Muirhouse and Silverknowes areas of Edinburgh, but other forces are now involved.

Mikaeel, who has two sisters and two brothers, was discovered missing from his bed by his mother at around 7.15am on Thursday.

He usually sleeps in the same room as his twin sister but was alone on Wednesday night.

His jacket and shoes were missing and police are looking into whether he might have left of his own accord.

Mikaeel is slim, 2ft, of Asian appearance and possibly wearing a thigh-length beige hooded coat. He may also be wearing black gloves with multi-coloured fingers, dark navy blue jogging bottoms, a grey pyjama top with an embroidered turquoise dinosaur on the chest and brown Clarks shoes.

He has a faded scar on the bridge of his nose and a sore on the left hand side of his mouth.

Francois Hollande Faces Media Over Alleged Affair

Francois Hollande is to face the media for the first time since news of his alleged affair with a French actress became public.

The French president will hold an annual New Year's news conference with journalists in Paris to discuss the economy and plans to offer French businesses tax cuts aimed at reducing unemployment.

But he is likely to face a barrage of questions about the publication of tabloid photographs in a French gossip magazine said to show him conducting a secret liaison with 41-year-old actress Julie Gayet.

A similar press conference in 2007, by Mr Hollande's predecessor Nicolas Sarkozy following his divorce, was instead subject to intense interest in his links with singer Carla Bruni, whom he later married.

Reporting from Paris, Sky's Jason Farrell said: "This all comes at a very bad time for Francois Hollande. He's been seen as the president unable to turn around the French economy, he's due to speak about that subject, but he's more likely to be pressed about his private life."

Mr Hollande's partner Valerie Trierweiler was taken to hospital in a state of shock over the claims but France's First Lady is reportedly prepared to forgive Mr Hollande.

Le Parisien reported on Monday that the journalist and mother-of-three had no intention of immediately ending her relationship with the president.

Despite the media attention, a survey of French voters revealed 80% consider the matter a private affair. The faltering French economy is considered by many to be a more important issue facing the country.

"This has been disastrous for the image of the institution of the presidency," said Jean-François Cope, head of the opposition UMP conservatives.

French journalist and political commentator Agnès Poirier told Sky News: "This is trivia, because it's gossip, it's not news, because it's not something we should pay any attention (to).

"A lot of people are interested in the story, obviously, but we know we 'shouldn't be'."

Cancer: Ageing Population Blamed For Increase

Nearly a third of a million people are diagnosed with cancer every year, according to a UK charity.

Some 330,000 people were diagnosed with some form of the disease in 2011 - an increase of almost 50,000 per year over a decade. Researchers say an ageing population is one of the reasons for the increase.

Jessica Kirby from Cancer Research UK said: "People's risk of cancer goes up significantly as we get older; the more older people we have in our population the more people will develop cancer.

"There are other reasons for the rise as well; changes in risk factors for example. We know that more and more people are overweight compared to the past which is one of the key factors for cancers."

But greater awareness, advanced technology and ongoing medical research means cancer is being detected earlier and those that have it are living longer.

Edward Scott believes an early diagnosis of testicular cancer saved his life. The 15-year-old discovered a lump last year and sought urgent advice.

"I went on the NHS website and I found all the symptoms for testicular cancer were symptoms that I had," he said.

"The same day I went to my mum and said 'Mum there is something really wrong, I have to go get this sorted out'.

"I went into the GP and the same day I found out I had cancer."

Cancer Research UK's chief executive Dr Harpal Kumar said: "These figures reinforce the vital need for more research to better prevent, treat and cure cancer.

"Research is the only way we'll be able to reduce the devastating impact of the disease. One day we will beat cancer. The more research we do, the sooner that day will come."

China: High-Speed Rail Network To Be Doubled

China has announced it will spend £60bn this year in an effort to almost double the size of its high-speed rail network.

The investment forms part of a project which represents the largest and fastest rail expansion programme in the world.

Since 2008, and in the time Britain has taken only to debate the merits of one line - HS2 - which would be just over 100 miles long, China has built 6,000 miles of track, much of it elevated, and invested in 1,000 high-speed trains.

The network is currently almost double the combined length of Europe and Japan's railway networks.

The programme, the government says, forms a key part of the country's drive to modernise, urbanise and pull the Chinese people out of poverty.

Sky News took a ride on the 10am from Shanghai to Beijing. Bang on time, the shiny new bullet train pulled out of the city's Hongqiao station.

The train, 16 carriages long, has three classes: standard, first and business, which resembles the interior of an aeroplane.

Sitting in a fully reclining airline-style seat is businessman Paul Zhou.

He said: "Our country is building an entire high-speed rail system and it has made our travel easier.

"It has shortened the journey between cities. It helps a lot on our work and life.

"On the airlines, there are always delays. They are very unreliable.

"I used to travel by plane, but now I almost always use our high-speed trains to go everywhere. They are comfortable, environmentally friendly, and always on time."

Out of the window the Chinese countryside is a blur as the train reaches its cruising speed of 190mph.

China now boasts the world's fastest conventional train. The CRH380A, manufactured by the Qingdao Sifang Company, has a top speed of 237mph, but in test runs it reached 302mph.

The trains run on a network of new lines, many of which are elevated. Together they knit together more than 100 cities across the country.

Each of the cities has a vast new station. Most look more like airport terminals and they are packed - proof that this railway revolution has got China moving.

Another passenger, Zhao Changhua, is an office worker from the city of Jinan. She has just started commuting to Shanghai for work - a distance of 535 miles, but a journey time of just four hours.

She told Sky News: "It's very comfortable. It's convenient and fast. I'm very proud of it.

"It's the result of the fast development of our country's technology. It has given great benefits to our lives.

"This is my second time on a high-speed train, I think it's much easier than taking a plane.

"Airports are far away from the city centre while train stations are closer. So I choose high-speed trains."

The journey from Shanghai, west, then north, to Beijing is 800 miles - the length of the UK. It is completed in four hours, 48 minutes.

In second class, it costs the equivalent of £55, in first it is just under £100 and in business it costs £175.

Outside we see glimpses of rural China carved up by the new lines, but we also spot new cities springing up. It is evidence that the new rail network is stimulating the local economy at every stop.

Of all the passengers we spoke to, none had a bad word about the service. Most hoped that China could help the UK with its high-speed train development.

Mr Zhou said: "I hope the British government will use Chinese technology, let China help you to build your high-speed railway."

What none of the passengers realise is that the train they are on is actually designed, in part, with the help of a UK firm.

Priestmangoode is a design consultancy based in the UK but with a growing footprint in China. The company has combined the UK's flair for quality design with China's willingness to pay for it.

Roland Boal, head of Priestmangoode's China division, explained that China's "can do" attitude and seemingly bottomless pockets are a huge opportunity.

He told Sky News: "There is a hunger for new and exciting things. China is moving really fast and moving forward.

"There is a certain sense of excitement among people here and I think they want products that reflect that, whether it's a train or a plane.

"If it's a high-speed train, then make it look really fast. Not pared back; make it look fast.

"Western companies need to pay a lot more attention to what's happening here.

"I get very upset when I hear things like 'of course it broke, it was made in China' or 'I don't buy that company's products because they're made in China'. I think there is such an out-of-date attitude towards the obvious capability of manufacturing in China."

This railway revolution is not without significant controversy, though.

In 2011, two high-speed trains collided. Forty people were killed and 172 others injured.

Had the trains been travelling at full speed, the number of dead would have been significantly higher.

A signalling failure was blamed; the whole project was questioned and almost cancelled.

A further controversy stems from the fact that the technology behind the network is not Chinese.

In the early stages of the project, China bought high-speed train sets and technology from Canada's Bombardier, Japan's Kawasaki, Germany's Siemens and France's Alstom.

Chinese engineers then combined these technologies and produced their own trains.

Corruption has also plagued the project. In July last year, the country's railways minister, Liu Zhijun, was jailed for corruption, bribery and abuse of power. His demise brought the financial cost into focus.

At the last count, the existing project had cost £24bn through Chinese government loans, according to figures published in the Chinese state media.

The government hopes to recoup some of those costs by selling its success abroad.

China is in talks with countries including Romania, Georgia, Thailand, Burma and several in South America.

There is also a desire to help the US and the UK with their own projects.

The Chinese government, which runs the network through its Ministry of Transportation, declined our request for an interview for this report and refused Sky News all official access to their trains and stations. No reason was given.

The report was compiled without their agreement.

However, speaking to the Chinese media, and addressing the safety concerns, Deng Xiaojun, deputy chief engineer of Qingdao Sifang, one of the state-owned locomotive manufacturers, said that the trains are designed according to international standards and in some areas even stricter.

He told China's Xinhua news agency: "We have a rounded mechanism to ensure the train's safety operation."

Back on the train, and on time - almost to the second - the 10am from Shanghai pulls into Beijing South station.

N Ireland Child Abuse Inquiry: Hundreds Respond

More than 400 people have applied to speak to the state inquiry into historical institutional abuse in Northern Ireland, the largest tribunal of its kind anywhere in the UK.

Most applications, some 280, were from people living in Northern Ireland, but 63 came from Great Britain, 61 from Australia, 20 from the Republic of Ireland and the remainder from elsewhere.

The Historical Institutional Abuse Inquiry was established by the Stormont Executive this time last year and will hold its first public evidence session today at Banbridge Courthouse in County Down.

It has a remit to investigate historical child abuse and/or neglect in institutions over a 73-year period up to 1995 and is currently investigating 13 establishments, including Kincora Boys' Home in Belfast.

Kincora was the scene of a notorious sex scandal and while three members of staff were convicted in the 1980s, questions remain about who knew what and why it continued.

The inquiry's chairman, Sir Anthony Hart, a retired senior high court judge, will make a short statement before an opening address from senior counsel to the inquiry, Christine Smith QC.

More than 300 witnesses are expected to give evidence during the public sessions, the majority in person although some may give their evidence in writing or via a live video-link.

Applications to participate in the statutory inquiry are now closed but potential witnesses can still apply to speak to the Acknowledgment Forum, a less formal evidence-gathering process operating in parallel.

The first "thematic module of evidence" will focus on two former institutions run by the Sisters of Nazareth: St Joseph's Home and Nazareth House Children's Home, both in County Londonderry.

The public hearings are expected to continue until June 2015 and under the terms of reference, the inquiry must complete its investigation by mid-summer and submit its report by January 2016.

'Fracking' Councils Could Pocket Millions

Financial rewards worth more than £1m a year will be given to councils which give permission for fracking projects in their areas.

The move, announced by David Cameron, has angered campaign groups opposed to the controversial method of extracting shale gas from deep underground.

The Prime Minister has declared that shale gas exploration is part of his long-term economic plan and says local authorities that allow drilling will receive 100% of the business rates collected from the scheme - double the current 50%.

Whitehall officials estimate that could be worth £1.7m extra a year for each site a council agrees.

The move coincides with French energy giant Total announcing it is investing millions of pounds in firms with drilling licences in the UK.

The news is a blow for hundreds of people who object to fracking in their communities.

On Sunday, protesters from across the country took part in a march in Salford close to an exploratory drilling site in an area known as Barton Moss.

Among the campaigners was Jackie Anderson, a teacher who lives within a mile of the site.

She told Sky News: "For the local residents it's got no benefit whatsoever. More and more the businesses and the councils are going to benefit because the incentives are going to them and we're getting none of the benefits at all."

Hydraulic fracturing, commonly known as fracking, is a process that involves drilling thousands of feet down into the earth to create a narrow well. Water and chemicals are then pumped in at high pressure to create fractures in the rock. Gas then flows from the cracks and is captured.

Vanessa Vine, who founded the British Anti-Fracking Action Network, travelled to Salford for the demonstration.

She has taken part in a long-running protest against a test site near her home in Balcombe, West Sussex.

She told Sky News: "Concerns of local residents range from everything from heavy traffic through villages, damage to the roads, right up to triggering of earthquakes and permanent, potentially permanent contamination of the groundwater, of the aquifer, of drinking water."

The Government estimates the industry could attract £3.7bn a year in investment and support 74,000 jobs.

Last year, new data from the British Geological Survey showed up to double the amount of shale gas could be extracted in the UK than previously thought.

Then, the Government pledged to give local communities £100,000 for each test-drilling project and a further 1% of the revenues if shale gas was discovered.

It is thought there may be as much as 1,300 trillion cubic feet at the Bowland site in Lancashire alone.

Tory peer Lord Howell of Guildford sparked anger in northern communities in July by suggesting fracking should take place in "desolate areas" in the north, a comment for which he later apologised.

Announcing the latest financial incentives, David Cameron said: "A key part of our long-term economic plan to secure Britain's future is to back businesses with better infrastructure.

"That's why we're going all out for shale. It will mean more jobs and opportunities for people, and economic security for our country."

Writing in the Sun on Sunday, business minister Michael Fallon said it could "drive down the cost of power for hard-working families and businesses".

But environmentalists have dismissed those claims.

Lawrence Carter, from Greenpeace, said: "This is a naked attempt by the government to bribe hard-pressed councils into accepting fracking in their area.

"Cameron is effectively telling councils to ignore the risks and threat of large-scale industrialisation in exchange for cold hard cash.

"But the proposal reveals just how worried the Government is about planning applications being turned down.

"Having had their claims that fracking will bring down energy bills and create jobs thoroughly discredited, the Government is now resorting to straight up bribery to sell their deeply unpopular fracking policy."

Flooding: Heavy Rain To Bring More Flood Woes

Further heavy rain next week is expected to bring more misery to parts of the UK that have already seen widespread flooding.

Seventy-nine flood warnings remain in place throughout the country while there are 117 flood alerts.

Environment Secretary Owen Paterson chaired another meeting of Cobra, the Government's emergency committee, on Saturday.

He said: "River levels continue to rise and remain high in some areas, particularly parts of the Thames. I have chaired another Cobra meeting today to ensure that the Environment Agency, local authorities and emergency services are well prepared to continue supporting those at risk."

He urged the public "to remain vigilant" and said the Government was "continuing to focus on flood protection and support for those affected".

River levels have been rising steadily in counties including Wiltshire, Hampshire, Dorset, Somerset and across the Midlands following days of downpours, the Environment Agency said.

Rivers including the Hampshire Avon through Wiltshire, Hampshire and Dorset, the Stour in Dorset, the Parrett in Somerset and the Severn through the Midlands showed little signs of receding.

Communities along the River Thames throughout Surrey, Berkshire and Oxfordshire have also been warned that they face the risk of flooding.

Met Office forecaster Helen Roberts said more heavy rain was due from today.

"There's going to be a band of rain coming from the West in the afternoon. It'll be over south west England from midday and spread slowly eastwards across the rest of the country."

But she said that although there might be some "moderate to heavy bursts", there were not significant amounts of rain expected until Wednesday.

Eight people have died and more than 1,700 homes and businesses have been flooded in England since the beginning of the Christmas period, with around 550 properties flooded since the new year. Some 140 properties have been flooded in Wales.

On Sunday, police said coastguards had discovered a body in the sea in the search for missing photography student Harry Martin, but that it had not been identified at this stage.

The 18-year-old left his home in Newton Ferrers, Devon, on January 2 to go out to take pictures of the stormy sea.

In Aberystwyth more than 200 residents volunteered for a three-and-a-half hour clean-up of the town's promenade, which was severely damaged by storms.

Councillor Ceredig Davies, who represents central Aberystwyth, said: "We used buckets and spades and wheelbarrows to put the sand back from the promenade, where it was washed in the storms.

"There were thousands of tonnes of sand there and the volume shifted by people today was hundreds of tonnes.

"It was great community spirit. It was back-breaking work but everyone felt that they had achieved something. They felt like they were doing their bit in putting our promenade back to how we like it."

Missing 12-Year-Olds: Police Search For Girls

Police are searching for two 12-year-old girls reported missing after a walk to a local bus stop, Scotland Yard has said.

Friends Wiktoria Popiel, from Wood Green, and Vitalija Sidlauskaite, from Tottenham, north London, were last seen together on Morley Avenue in Wood Green at around 5pm on Saturday.

Wiktoria was walking Vitalija to a bus stop on nearby Lordship Lane but did not return home.

The Metropolitan Police said they may have got on a bus towards Tottenham or have gone to the ice rink at Alexandra Palace.

A police spokesman said: "Their disappearance is completely out of character for both girls and they have never gone missing before.

"Their families and police are extremely concerned for their welfare and urge anyone who sees them or who has information about their whereabouts to call police on 101."

Iraq Torture Claims 'Go Right To The Top'

The International Criminal Court has been asked to investigate allegations of abuse and torture by British soldiers in Iraq, Sky News has learned.

It is understood that a German human rights organisation and a British law firm have presented a dossier to the ICC containing accusations of more than 1,000 cases of torture against Iraqi civilians, and 200 cases of unlawful killings, including many in custody.

The Berlin-based European Centre for Constitutional Rights and Britain-based Public Interest Lawyers (PIL) will launch their case at an event in London on Tuesday.

Phil Shiner, a solicitor from PIL, told Sky News: "This is historic. The UK has never been investigated by the ICC. There is clear evidence this goes right to the top."

The British Government has set up a body to investigate accusations of abuse arising from the Iraq conflict.

The Iraq Historic Allegations Team (IHAT) investigates allegations of abuse against Iraqi civilians by British troops between 2003 and 2009.

It is led by a retired detective and is due to complete its investigations by the end of 2016.

Commenting on the reports, the Ministry of Defence said: "These matters are either under thorough investigation or have been dealt with through various means including through the Iraq Historic Allegations Team, independent public inquiries, the UK and European courts and in Parliament.

"As such, further action through the ICC is unnecessary when the issues and allegations are already known to the UK Government, action is in hand and the UK courts have already issued judgments.

"Should we be approached by the ICC, we will take the opportunity to explain the very extensive work under way to deal with historic allegations of abuse.

"We reject the suggestion that the UK's Armed Forces - who operate in line with domestic and international law - have systematically tortured detainees.

"But of course the UK Government regrets the small number of cases where abuses have taken place.

"Wherever allegations have been substantiated, we have compensated victims and their families."
